台大醫院新竹分院無菸無檳防治宣言

                                                           107年3月23日第1次健康促進委員會通過(第1版)
一、政策緣起         
       本院秉持提供優質醫療、促進民眾健康之使命,以營造安全舒適衛生的就醫環境,宣示於院區內全面禁止吸菸(含電子菸)及嚼食檳榔,且不接受菸商、檳榔商贊助,積極投入菸害、檳榔防治工作,以維護員工、病人及社區民眾的健康。


二、禁止吸菸及嚼食檳榔範圍
       本院依據菸害防治法及廢棄物清理法,院區內所有公共空間全面禁止吸菸(含電子菸)及嚼食檳榔,含停車場、車道、公務車內及本院其他室內密閉空間及所有出入口,皆禁止吸菸及嚼食檳榔,所有員工、外包人員、志工、病人、家屬與訪客等皆適用本政策。


三、政策執行
1.本院設專責單位推動無菸、無檳醫院,進行政策訂定、實施與監測,定期向「健康促進委員會」報告。
2.本院禁止接受菸商及檳榔商之贊助與經費。
3.透過本院網站宣傳無菸、無檳政策。
4.錄製無菸、無檳政策及戒菸、戒檳衛教影片,列入員工核心教育課程。
5.於院區出入口明顯處進行禁菸、禁檳宣導,如廣播、海報、立牌、…等。
6.「新到職人員會辦各單位應辦理事項手續單」上加註本院為無菸、無檳醫院並完成相關教育訓練。
7.所有員工、外包人員、志工、病人、家屬及訪客皆應遵守無菸、無檳政策。


四、懲規處理
1.員工及實習人員吸菸(含電子菸)及嚼食檳榔,經查證屬實,交由單位主管列入平時考核項目及年度考績評比參考。
2.志工、求職者、病人、家屬、廠商與訪客等人員,由相關單位給予勸導,違規者,將通報衛生局依法處理,工作場所菸害申訴,請聯絡總務室警衛小組(分機:6628)。
3.外包人員、志工及廠商吸菸(含電子菸)及嚼食檳榔,經查證屬實,交由承攬業管單位勸阻。


五、菸害、檳害防制教育及戒菸、戒檳衛教資訊
本院設有戒菸門診提供個別諮詢及戒菸協助,於網站上提供戒菸、戒檳衛教,不定期舉行菸害、檳害講習及戒菸、戒檳班,戒菸服務專線:03-5326151 轉3551戒菸衛教師;戒檳服務專線:03-5326151 轉3356、4527腫瘤醫學中心。


六、相關法令規範
1.菸害防治法
2.廢棄物清理法第27條略以:在指定清除地區內嚴禁隨地吐痰、檳榔汁、檳榔渣行為。
3.廢棄物清理法第50條略以:違反第27條各款行為之一者,處新臺幣一千二百元以上六千元以下罰鍰。經限期改善,屆期仍未完成改善者,按日連續處罰。
4.廢棄物清理法第50條之1:違反第27條第1款之隨地吐檳榔汁、檳榔渣之規定者,應接受四小時之戒檳班講習。



The National Taiwan University Hospital Hsinchu Branch Tobacco and Betel Nut Hazard Prevention Declaration
Approved by the institution Health Promotion Committee, Mar 23, 2018.
1.Policy Background
   Standing by its mission of providing high-quality medical service and promoting public health, this institution aims to establish a safe, comfortable and hygienic health service environment, and hereby declares that all smoking (including electronic cigarettes) and betel nut consumption is prohibited within hospital grounds. This institution will not accept any funding or sponsorship from organizations dealing in the sale or distribution of tobacco or betel nut, and will actively participate in the prevention of tobacco and betel nut hazards in order to maintain the health of its staff, patients and the general community.
2.Designated Areas of Smoking and Betel Nut Prohibition
   In accordance with Taiwan’s Tobacco Hazards Preventions Act and Waste Disposal Act,
all public spaces within our institution are designated to be tobacco- and betel nut-free, including parking lots, driveways, interior of institution-owned vehicles, all entrances/exits and indoor closed spaces. The tobacco and betel nut prohibition policy applies to all staff, contracted workers, volunteers, patients and associated family members and visitors.
3.Policy Implementation
A.Establishment of a dedicated organization to realize a tobacco- and betel nut-free hospital; said organization draws up, implements and oversees policies associated with the above goal, and reports regularly to our Health Promotion Committee.
B.The institution is prohibited from accepting funding or sponsorship from businesses dealing in tobacco or betel nut.
C.Publication of tobacco- and betel nut-free policies through the institution’s website.
D.Production of health education videos of our tobacco-/betel nut-free policy and tobacco/betel nut cessation as part of the staff core education and training syllabus.
E.Placement of tobacco-/betel nut-free publicizations (broadcasts, posters, cut-outs...) at strategic locations, such as entrances/exits and conspicuous spots.
F.Providing a written statement to every new employee reporting in emphasizing that this institution is a tobacco-free and betel nut-free hospital; mandatory associated training and education courses.
G.All staff, contracted workers, volunteers, patients and family members and visitors are required to adhere to our tobacco- and betel nut-free policy.
4.Disciplinary Actions
A.Staff and interns who smoke (including e-cigarettes) or consume betel nut, once confirmed, are reported to their department supervisors. Violations are documented for reference against their annual appraisal and performance review.
B.Volunteers, potential employees, patients and their family members, sales representatives and visitors should be dissuaded from tobacco or betel nut use by the department responsible, and reported to the local governing health department if they do not desist. Any workplace tobacco hazard should be reported to the security team of the General Affairs Office (ext. 6628).
C.All departments are responsible for dissuading its contracted workers, volunteers and sales representatives from smoking (including e-cigarettes) or consuming betel nut; fines will be enforced for violators by the department.
5.Tobacco and Betel Nut Hazard Prevention Education and Smoking/Betel Nut Cessation Health Education
    The institution has an established smoking cessation outpatient service, providing individual counseling and aid for smoking cessation. Health education regarding smoking and betel nut cessation is provided on the institution website; non-periodical smoking/betel nut cessation seminars and group courses are held. Established smoking cessation hotline: 03-532-6151 ext. 3351 (smoking cessation case manager); betel nut cessation hotline 03-5326151 ext. 3356 or 4527 (Oncology Medical Center).
6.Relevant Laws and Regulations
A.Tobacco Hazards Preventions Act
B.Waste Disposal Act Art. 27: “The following acts are strictly prohibited within designated clearance areas:  The spitting of phlegm or betelnut juice or fiber…”
C.Waste Disposal Act Art. 50: “In any of the following circumstances, a fine between twelve hundred and six thousand New Taiwan Dollars shall be imposed. If the violation continues after the end of the designated time period, then continuous daily fines shall be imposed: ….III. Any acts that are designated in any one paragraph of Article 27.”
D.Waste Disposal Act Art. 50-1: “Violation of provisions designated in Article 27, Paragraph 1 regarding the spitting of betelnut juice or fiber shall be required to attend a four-hour class to help them break their habit of chewing betelnut.”
